香港反人大釋法遊行 警民爆發激烈衝突

【大紀元2016年11月07日訊】中共全國人大常委會將就香港立法會宣誓風波釋法的前一天,11月6日下午,香港民間人權陣線發起反對中共人大釋法的萬人遊行,中途部分參與團體離隊試圖攔截中聯辦主任張曉明,在中聯辦前與警方發生衝突。

綜合香港媒體報導,按照原計劃,本次「守護香港法治,反對人大釋法」遊行,將於下午三點半由灣仔近修頓球場出發,五點遊行至中環舊立法會,即終審法院外。

但在遊行途中遊行隊伍行進到長江中心附近時,卻突然分流。香港眾志、社民連等團體轉向西環中聯辦,趁張曉明會見香港籍全國人大代表及政協委員之際前往中聯辦抗議。

本土民主前線、青年新政等團體及香港部分大專院校學生組織隨後加入,據傳有近4000人跟隨。這條遊行路徑事先未向警方申請,但香港警方事前已有準備,在中聯辦周圍部署人力,全部示威者被攔在中聯辦外,未能靠近大門。

聚集在中聯辦前的示威者欲衝出馬路,與警方爆衝突,警方高舉紅旗警告不要再衝擊警方防線,一度噴胡椒噴霧。

社民連主席吳文遠呼籲遊行人士跨越鐵馬,被警方強行拉扯出鐵馬之外拘捕,現時扣留在衝鋒車上。警方並動用警棍及噴灑辣椒水,阻止其他示威者靠近被抬走的吳文遠,現場示威者則舉起雨傘與警方對峙中。

香港《蘋果日報》報導:「包括游蕙禎在內的示威者衝出馬路,欲突破警方鐵馬防線,前往中聯辦,警方舉起紅旗警告,又不斷施放胡椒噴霧阻止,不少示威者和記者中椒,部分示威者舉起雨傘抵檔,又投擲水樽還抗,警方則搶走雨傘,又揮動警棍,有人被帶上警車。」

警方原先想在晚上10至11時趁衝突時清場,但因示威者停止行動,故未有進一步驅趕,打算在日出前全面清場,以免中環大塞車。

示威者將防線往後移,現場留下大片真空地帶,示威者被警方夾在德輔道西和西邊街。

幾位市民自發在現場設物資者,提供樽裝水、雨傘、少量藥物和食品。港大學生會也開放臨時庇護中心,讓同學清洗傷口,及提供食水和乾糧。

據《蘋果日報》報導,晚上9點半左右,青年新政立法會議員游蕙禎及示威者代表與警方談判,要求開路前往中聯辦,有示威者代表要求與基本法委員會主任李飛及中聯辦主任張曉明在中聯辦見面。而中聯辦後門有多層鐵馬包圍,並有警員把守。

發起中聯辦遊行的香港眾志、工黨及大專政改關注組晚上10時多,由代表林朗彥在現場發表聲明,眾志立法會議員羅冠聰及成員黃之鋒亦在現場,林指他們不會輕易解散,但不會有暴力行動及主動襲擊警方,如稍後有人主動襲擊警方,行動將自動終結,但他指如警方步步進逼,他們將向中環方向退守,但強調非解散,亦呼籲在場人士不要離開,因人數愈多,大家愈安全。

中共全國人大常委會自10月31日至11月7日舉行會議,內容包括審議與宣誓事件有關的香港基本法第104條解釋案。由於關係到事件主角梁頌恆、游蕙禎能否保有議員資格,因此備受矚目。

10月12日在香港議員宣誓儀式上,來自青年新政的兩名新當選議員游蕙禎和梁頌恆挑戰北京,拒絕宣誓效忠中共,舉起寫有「香港不是中國」的藍色旗幟。

發起遊行的民間人權陣線發言人區諾軒星期天(6日)說:「哪怕他們(全國人大常委會)怎樣釋法,我們認為在本地法院正在審理有關議員宣誓的司法覆核之際,在此時刻釋法,我們認為並不恰當。」

香港大學法學教授陳文敏告訴《衛報》,全國人大釋法將破壞司法信心。如果中共牽扯進來,未來將沒有人信任我們的法律制度。」

在英國1997年把香港交還給中共之後,香港在「一國兩制」的框架下保持著許多自由,包括言論自由和司法獨立。

《美國之音》報導說,民主黨重申,宣誓風波等法律問題,都是香港內部事務,人大釋法是完全破壞一國兩制,將對獨立司法體系及終審權帶來極嚴重的傷害。
