【大纪元2019年02月28日讯】当人类社会丧失可以维持道德的心法约束时,社会、国家秩序的维持,也仅能依靠不断增修的法律条文,来约束每个人的外显行为;此时,身为领导阶层的总统,其实就起着上行下效、风行草偃的成效。

英解:movement to a more developed state

● 安德鲁.波拉克(Andrew Pollack,帕克兰校园枪击罹难者家属)
安德鲁.波拉克是死于2018年2月的佛州帕克兰校园枪击事件学生梅朵.波拉克 (Meadow Pollack)的父亲。事件发生后一周(2月21日),川普召开了一个“聆听会”(listening session),邀请道格拉斯高中(Marjory Stoneman Douglas High School)校园枪击案的幸存学生与受难家属,听听他们的声音,并做出相关裁示。

随后的2月28日,川普旋即邀请17位两党议员到白宫公开讨论枪支管理改革,他透过电视转播呼吁两党提出协商版本,包括扩大对购枪者背景审核的范围,允许警察无须征得法院同意,就可先没收精神障碍与据信危险人物的枪支,并将购买突击步枪的法定年龄从18岁提高到21岁,甚至可能支持再度查禁攻击性武器。

对于“枪支管制”两党各执己见,一般说来,共和党倾向不严格管制枪支;而民主党则倾向严格管制枪支,身为共和党的川普,却择善固执,一反常态地支持更严格的枪支管制改革。
