【大纪元9月22日讯】中国在全球的崛起,刺激了诸种想像。首屈一指的,就是所谓“中国模式”。何谓“中国模式”?它是否以某种方式挑战普世价值和基本国际秩序?在2008年西藏事件、四川地震以及“后奥运时代”,中国已经和将要发生何种演变?这些问题,攸关中国的命运,攸关世界格局的变化。虽兹事体大,但在公共华人论坛,这些问题尚未获得深入探讨和辩论。所幸者在于,有一部分中国境内外的独立知识者,对此保持长期的苦思力索,并且获致独特成果。然而,中国大陆并无呈现这些成果的言论环境。

有鉴于此,网络杂志《纵览中国》应运而生。其主旨在填补空白,回应当代中国在国际舞台上引人注目的出现。它将为海内外独立的中国知识者提供一个平台,以深入研讨当代中国在世界上的定位、中国的外交政策与对外关系及其演变、中国周边的地缘政治、中国在国际社会的政治经济文化军事存在、中国如何转型为国际社会负责任的成员、大中华民族主义与国际社会的互动、西藏新疆等民族主义与大中华民族主义的互动、以及台海两岸关系走向等重要课题,以应对历史性的挑战。

值此关键的历史时刻,《纵览中国》将竭其所能,尽到中国知识者的言论责任,提供一个有效的国际论坛,成为沟通中国境内外思想、观念和价值的精神桥梁,成为更加具有包容性、客观性和理性的交流平台,呈现中国独立知识界的思考成果,从而为中国民主转型并融入国际主流秩序略尽绵薄。

I. SUMMARY:

The Princeton China Initiative will develop a new internet-based magazine, China in Perspective, edited by Dr. Chen Kuide of the Princeton China Initiative (PCI), which is a response to China’s expanding presence on the international stage and increased efforts to frame its image abroad. The magazine, updated on a daily basis, would provide a forum for in-depth writings by Chinese intellectuals and authors on topics ranging from Chinese diplomatic relations, especially in Africa and Asia, to nationalism and minority rights in China for Tibetans and Uyghur’s, as well as commentary on cross-strait relations. In addition to the magazine, PCI will hold a conference on Cross-strait relations in May.

II. BACKGROUND:

China’s expanding presence on the world continues to generate thinking, especially with regard to the “China model”, that some believe is rising in prominence in some parts of the world. What is the “China model”? Does it Challenge universal values and the existing international order in someway? How do Chinese independent intellectuals reflect on Beijing’s diplomacy and China-US relations? What about the consequences of the Tibet incident, the Sichuan earthquake and Beijing Olympics in 2008?…. These issues have not yet been deeply discussed and debated in any public Chinese forum, but some Chinese independent intellectuals (inside China and overseas) have thought about and researched these and other issues related to China’s place in the world and its potential impact as a rising power. Therefore, Princeton China Initiative will hold annual conferences and develop a new internet magazine CHINA IN PERSPECTIVE to give voice to credible academics and dissidents inside China and will seek to fill this information and discussion gap, as well as seek to promote China’s democratization and stability in the international order.

CHINA IN PERSPECTIVE will provide a forum for expression for Chinese in intellectual and political dissident circles by publishing in-depth opinion pieces and articles. While the articles will be in-depth, they will not be pure academic research. Instead, it will publish articles such as Vaclav Havel’s works in the Charta 77 etc…. Because the discussions and opinions on China’s rise and influence on the international community cannot be published inside China and because there are no magazines or other news sources that carry more in-depth articles that focus on China’s diplomatic relations and other international relations topics, there is a need for a magazine such as CHINA IN PERSPECTIVE.

III. OBJECTIVES:

The internet magazine CHINA IN PERSPECTIVE and the conference will:

1) Provide an effective international forum for expression by China’s independent intellectuals and democrats regarding sensitive issues of discussion in China including nationalism and China’s diplomacy and geopolitical strategy (US-Sino relations, Taiwan, and China’s foreign policies in countries and regions such as Burma, Africa, North Korea, and Asia)

2) Help to build bridges and strengthen networks among Chinese and foreign writers, journalists, and scholars.

3) To facilitate understanding among Chinese and foreign writers, journalists, and scholars and to introduce liberal thinking and concepts, such as those related to comparative democratization, responsible international behavior, etc…to a broad, but educated audience, in China.

IV. PROJECT ACTIVITIES

1.CHINA IN PERSPECTIVE Magazine

The Chinese Internet magazine China in Perspective, which will be housed on a server outside China, will be updated daily as new articles are received. Approximately 5 to 10 articles will be added weekly. Each week, one article will be translated into English and professionally edited to attract readers from around the world for the purpose of exposing them to Chinese intellectual thought on democratization and international relations topics. The Editor-in-Chief will be Chen Kuide.

The Editorial board includes about 20-30 renowned intellectuals from within and outside of China including.

(The internet magazine CHINA IN PERSPECTIVE will link liberal diplomats in Beijing, international scholars, and the international media, such as: The New York Times, The Washington Post, Time Magazine, U.S. News and World Report, Newsweek, AP, VOA, Sanki Shimbun, Asahi Shimbun, Kyodo News Agency, Reuters, BBC, Financial Times, AFP, Le Figaro, La Liberation, French International Broadcast Station, Die Welt, Switzerland Times, The Sydney Times, Southern China Morning Daily, Apple Daily, etc. )

2. CONFERENCE

Princeton China Initiative will convene one conference per year to facilitate and strengthen networks of international and Chinese writers, scholars, and journalists, which will enhance mutual respect and understanding, and provide opportunities to share ideas related to democratization in China and China’s diplomatic relations. (Dr. Chen has organized many conferences since 1990’s for PCI and the Foundation for China in the 21st Century).

VI. ORGANIZATIONAL BACKGROUND

The Princeton China Initiative was founded in the aftermath of the June 4, 1989 by a generous grant from John Elliott ’51 of Princeton,as a project under the Program in East Asian Studies at Princeton University. It was Famous historian Prof. Yu Ying-shih who invited twenty six renowned Chinese scholars into the project, such as Liu Binyan, Chai Ling, Su Shaozhi, Su Xiaokang, Chen Yizi ….etc. Since then, PCI has become the largest gathering of exile Chinese Intellectuals in the West. In 1993, the PCI became a “non-profit research institute” which dedicated to the study of Chinese current affairs and contemporary history. Currently, Prof. Perry Link is chair of the PCI board, and Dr. Chen Kuide is its executive director. Dr. Chen is the organizer and will be the primary contact for this project.

《观察》发刊词

呈现于各位面前的《观察》,是在美国的“中国信息中心”创办的一个综合性网站。她所面对的,是关怀国是的中国同胞以及世界上所有关心中国的人们。

《观察》所标举的旗帜是:知的权利,思的权利,言的权利。

《观察》欲呈现的特点是:在空间上,从中国的外部与内部双向观察中国,同时也以中国内部的视角观察世界;在时间上,它把中国放在历史的长河中考察,特别聚焦于当下中国的状况.

半个多世纪前,在中国历史的一个关节点,70名知识界人士,中国当年的一时之选,以特约撰稿人身份,把自己的名字列在一份杂志的封面。承载着70份诚挚而严肃的承诺,该杂志1946年9月1日在上海创办。未几,销量竟高达十万。一份以思想和时论为主的周刊,竟致洛阳纸贵,遂成一时佳话,并点燃了中国摆脱专制的一线希望。

这份杂志,就是中国的言论重镇《观察》周刊。虽然,只有两年多的时间,她就被逼仄的历史格局所腰斩,而中国也遁入更深的暗夜之中。但《观察》,以其清明的理性,客观的立场,自由的精神,却从此化成了现代中国精神天空中的一颗恒星。

今天,中国又面临一个历史关节点。它正徘徊于全球主流文明的边缘。面对全球化汹涌的浪潮与召唤,半推半就,欲迎还拒。是进入还是抗拒普世价值的秩序,不仅攸关中国人在二十一世纪的命运,也关乎世界的和平。一步之对错,系世代之安危。

诞生于此时的《观察》网站,不想标新立异,高自标榜,其宗旨并不前卫时髦。平实而言,她要重新点燃半个世纪前被窒息的《观察》之光,投射到更为广袤的时空中去,以完成其未竟之志业,发煌其自由的道统。该人文脉络。从康有为、梁启超、严复以降,至王国维、陈寅恪、蔡元培、胡适、储安平、周树人、梁漱溟、熊十力、钱穆、张君劢、徐复观、张东逊、史量才、邵飘萍、张季鸾、罗隆基、马寅初、傅雷、殷海光、雷震、顾准、林昭……;从五四的突破,到西南联大的集结、《申报》、《大公报》与《观察》的惨淡经营,直至1957年春季、1976年“四五”、1979年西单墙、1980年代、1989年等各次民间力量的涌动。……这一历史脉搏,时断时续,时隐时现,时强时弱,虽屡经横逆,仍不绝于缕。

《观察》网站所欲承续的,就是这一脉细微而柔韧的香火。

当代,一个庞然无形的信息网络,网住了这个星球,其瞬间即达的资讯,把全人类绑在一起。于是,我们被绑成了“地球村”。与以往中国人在真实的空间进行虚饰的交往不同,如今,出现了一个新的可能性:人们在虚拟的空间里进行真实的交流:无时无刻,无孔不入,无远弗届。这一现象对人类命运和中国命运的影响,远远超乎我们的想像。

毋庸讳言,较之前驱刊物和前贤诸公,《观察》网站所拥有的手段更加快捷便利犀利,所面对的问题更加复杂深邃新颖,而读者作者编者的界限更加模糊微妙趋同。比半世纪前的《观察》,她更加平民化,更有助于双向乃至多向的交流互动。因此,作为网民的公共空间,《观察》不仅属于编者作者,更属于读者诸君。作为社会之公器,她所奉献的,只是一个园地,一个擂台,一方茶馆,一席论坛。作为网民共同体的精神家园,她所期待的,是中西文明双向碰撞后夺路而出的精神能量,是论家蜂起,思潮喷薄的绚丽景观,是一台多声部的史诗式合唱。
