【大紀元10月28日報導】（中央社記者劉坤原華盛頓二十七日專電）一位布希政府資深官員今天警告，台灣朝野如果繼續不在乎自己國家的安全，不願在自我防衛上投資，二○○八年新政府「就等著接收一個美台關係螺旋下降的爛攤子。」（inherit a mess of a government with US-Taiwanrelationship on a downward spiral.）
這位資深官員今天以背景說明方式接受中央社專訪時表示，美國在台協會台北辦事處處長楊甦棣日前的談話，是「真心的友好忠告」（friendly advice toheart）。「我希望台灣能夠體會他所傳達訊息的嚴重性」（I hope Taiwan recognizes the seriousnessof his message.）
他說，楊甦棣的談話，許多美國政府領導人都已經講過很多次，他只不過是再次重申美國的一貫立場而已。
他說：「我相當確定，如果台灣不展現自我防衛的決心，在自衛上投資，你們將等著看美國重新評估它對台灣的安全協防。」（I am pretty certain that ifTaiwan does not demonstrate her determination todefend herself by investing in her self-defense,you will see a reevaluation of US securityassistance to Taiwan.）
這位資深官員同時警告，如果台灣對軍購案繼續拖下去，二○○八年的新政府就等著與只給台灣最低支持的美國新政府打交道。（inherit a government withminimum support from the new US administration.）
這位官員說，他非常希望看到台灣維持安全與繁榮，但他看到一些政治人物，用台灣的長期生存來當做自己的政治籌碼，感到無比沮喪。（It isdisheartening for me to see how some politiciansare using Taiwan’s long-term survival as if itis a chip to be used for political gamble.）
這位資深官員強調，台灣必須立刻行動，今年秋天是關鍵時刻（This fall is critical. It is theturning point.），「美台關係將不會維持不變，它不是往上升，就是往下掉，它絕對不會維持原狀。」（The US-Taiwan relationship will not remain as itis. It will either go up or it will go down. Itwill definitely not stay constant.）
官員警告，美國對台灣的支持是不能開玩笑的。（US support for Taiwan is not something to foolaround with.）「一旦它不見了，將很難再要回來。」（once it is gone, it will be difficult toregain.）如果這種事情發生，台灣的長期安全將面對風險，中國將強迫台灣接受不符合二千三百萬人民利益的條件。
不過這位官員表示，美國政府還是會履行台灣關係法的義務，只是協防的程度將可能重新檢討。
