On Thursday, the Dalai Lama announced he plans to formally step down as a political leader.

The move is seen as modernizing the Tibetan government-in-exile in the face of Chinese pressure.

But it still needs to beratified by the parliament-in-exile based in India on Monday.

elected freely by the Tibetan people, to whom I can devolve power.

Now, we have clearly reached the time to put this into effect.

During the forthcoming eleventh session of the fourteenth Tibetan Parliament in Exile, which begins on 14th March, I will formally propose that the necessary amendments be made to the Charter for Tibetans in Exile, reflecting my decision to devolve my formal authority to the elected leader.”

The Dalai Lama, who fled Tibet in 1959 after a failed uprising against Chinese rule, now lives in exile in northern India.

The prime minister of the Tibetan government-in-exile says it’s not clear if the

【英文说文解字】
各位读者好：
达赖喇嘛将“宣布”辞去作为政治领袖，这对西藏的政统与发言而言，当然是一件大事情。英文新闻记者表达“宣布”时，常会使用announce, release, issue, publish, release, declare, unveil, unpack, uncover, disclose等字，是很重要的六星级新闻结构字喔！
-nounce是“说”的意思，透过David老师所指出的“强调的造字法则”，重复字首+a，announce就造出来了。
辞职下台一般就是用resign, step down。Step down很传神，就是走下台来；那么resign为什么叫辞职呢？因为re-这里当back，达喇签署送回给流亡议会，说我不做政治领袖了，所以就是“辞职”啰！
另外“批准”也是David老师BOS英语新闻学习系统中，所归纳整理的结构字，一般就是approve, nod, give a green light, OK, ratify, sanction等。这里用的ratify与sanction就是用在议会、国家等级的批准。
那么approve为何叫批准呢？大家应该都会prove是证明，于是透过“强调的造字法则”，重复字首+a，approve就造出来啰！就是特别强调“证明通过”啦！
