【大纪元11月20日讯】兹有来自澳洲、中国、斐济、香港、印尼、日本、新西兰、菲律宾和新加坡等国的，代表已有国际笔会成立之国家的笔会，组成亚太地区作家网（Asia and Pacific Writers Network，APWN）并参与“跨越边界：全球性和谐之创造性战略”（论坛）的全体作家，于2005年11月9日在澳大利亚墨尔本通过如下决议：
一、建立亚太地区作家网（APWN）翻译中心，对本地区任何一种或所有语种的翻译文学作品进行收集、整理、归类，将之翻译为中文、英文及马来文，广加传播与推广；在亚太地区作家网网站（http://www.apwn.net/）在建立专区发表该类翻译作品；与其它致力于翻译的机构建立密切的合作关系；竭尽所能使本地区的作家间能相互阅读各自的作品；
二、继续不断地致力于唤起对中国、越南和本地区其它国家内被关押的作家的关注；
三、致力于为使用匿名的作家免受迫害而阻止雅虎和其它电子邮箱提供者披露用户信息，包括要求各国政府通过立法保证电子通信的安全，集体控告雅虎香港控股公司（Yahoo! Holdings (Hong Kong) Ltd.），寻求雅虎向师涛的家属赔偿经济损失，发起用户抵制雅虎，用电子邮件发送技术向雅虎大部分用户发布师涛案信息，持续争取媒体对抵制雅虎行动的关注；
四、向与亚太地区作家网相关的还未吸收记者加入的笔会提出建议，吸收记者为笔会成员，这不仅因为记者也是写作者，也同时可以使本组织与媒体间的联系更为广泛；
五、亚太地区作家网承认太平洋是独立于亚洲之外的单独地区，并将致力于吸收更多的太平洋地区的作家加入，以使太平洋和亚洲地区的成员数量达到平衡；
六、亚太地区作家网将致力于吸收本地区其它国家的作家，尤其是被边缘化的作家，如澳洲及新西兰的土著作家，以及太平洋地区的传统的口头文学作家；
七、感谢墨尔本笔会将亚太地区诸多作家吸引至本次大会及亚太地区作家网所作的值得后人学习的努力。此种努力部分实现了1999年于波兰华沙举行的第66届国际笔会世界性大会上关于在亚洲地区召开一次世界性大会的决议。该项由加拿大笔会、堪培拉笔会、哥伦比亚笔会、日本笔会、墨尔本笔会、墨西哥笔会、新西兰笔会、柏斯笔会、菲律宾笔会、圣米格尔笔会、悉尼笔会、台北笔会、泰国笔会和美西笔会发起的决议在2000年于俄罗斯莫斯科举行的第67届（国际笔会）世界大会中再次得到确认。
八、感谢亚洲连接（Asialink）、维多利亚作家协会、丰田基金会、日本基金会、玛雅基金会（Myer Foundation）、维多利亚艺术家协会、墨尔本市政府、国家艺术委员会、新加坡和所有使本次大会得以顺利召开的工作人员和志愿人员；
九、将本决议案发送伦敦国际笔会总部留档并方便其采取相应行动。

附：决议案原文
We participants in Beyond Borders: Creative Strategies for Global Harmony, consisting of writers from Australia, China, Fiji, Hong Kong, Indonesia, Japan, New Zealand, the Philippines, Singapore, and, representing International PEN Centres in those countries where there is one established, and constituting the Asia and Pacific Writers Network (APWN), do hereby resolve, on this 9th day of November, 2005, in Melbourne, Australia:
1. That an APWN Translation Centre be established, to identify, list, promote, and disseminate translations of literary works from any and all of the languages in the region into Chinese, English, and Malay; to set aside a section of the APWN website for the virtual publication of such translations; to work closely with other organizations devoted to translations; and to do any and all appropriate actions in order to ensure that writers in the region are able to read each other;
2. That efforts be made to continue calling attention to the situation of writers in prison in China, Vietnam, and other countries in the region;
3. That efforts be made to stop Yahoo! and other email providers from revealing the identities of writers working with pseudonyms in order to avoid persecution, such efforts to include lobbying governments to pass legislation to ensure secrecy of email information, the filing of class suits against Yahoo! Holdings (Hong Kong) Ltd. to help compensate the family of Shi Tao, the promotion of consumer boycotts against Yahoo!, the use of e-mail forwarding techniques to disseminate information about the Yahoo! case to the most number of Yahoo! email users, and the continuation of the campaign for public awareness through media;
4. That PEN Centres affiliated with APWN be asked to consider including journalists among their members, if they have not already done so, not only because journalists are writers, but also to ensure greater access to media for the organization;
5. That APWN recognizes the Pacific as a separate region to Asia, and will work to include more writers from the Pacific in the network to ensure that there is an equal partnership between Asia and Pacific.
6. That APWN exert efforts to include writers from other countries in the region, particularly marginalized writers, such as indigenous writers in Australia and New Zealand and writers from the Pacific working within oral literary traditions;
7. That Melbourne PEN be thanked for its exemplary efforts to bring together writers from various parts of Asia and the Pacific to this meeting, as well as into the network itself, such efforts being partly the realization of a Resolution to hold a World Congress in Asia in the 66th World Congress of International PEN in Warsaw, Poland, in 1999, and confirmed in a meeting in the 67th World Congress in Moscow, Russia, in 2000, initiated at that time by the Canadian Centre, Canberra Centre, Colombian Centre, Japanese Centre, Melbourne Centre, Mexican Centre, New Zealand Centre, Perth Centre, Philippine Centre, San Miguel de Allende Centre, Sydney Centre, Taipei Chinese Centre, Thai Centre, and U.S.A. West Centre;
8. That Asialink, the Victorian Writers Centre, Toyota Foundation, Japan Foundation, Myer Foundation, Arts Victoria, City of Melbourne and National Arts Council, Singapore, and all the workers and volunteers be thanked for their support, which has made this meeting possible;
9. That these resolutions be forwarded to the headquarters of International PEN in London for its information and appropriate action.
