拟成立的中国公民控告团的宗旨是，向联合国和国际社会控告中国大陆的各级政府违反中国已在联合国签署的各项公约和违反中国政府自己制定的法律的违法事实，揭露中国大陆各级政府各种剥夺和践踏人权的黑幕，并积极向联合国及国际社会和各国政府呼吁，督促中国政府和执政党迅速向中国人民兑现自由、平等、人权、民主、法治的承诺。
